State education board members worry about timing, budget for new graduation requirements

Massachusetts school districts are facing a tight deadline under a new plan to overhaul graduation requirements. According to state education board members, districts would need to align their curriculum by fall 2027. At the same time, newly formed councils would have roughly two years to design and implement a fresh set of end-of-year assessments.

Several board members voiced worries about the feasibility of this timeline. They questioned whether schools have enough time to adjust their teaching without disrupting current students. The budget for this transition also drew skepticism. Board members noted that creating new tests and retraining teachers could carry significant costs, especially for cash-strapped districts.

The plan calls for replacing the current Massachusetts Comprehensive Assessment System, or MCAS, as a graduation requirement. Instead, local councils would develop their own exams. Supporters argue this gives schools more flexibility to tailor tests to what students actually learn. But critics on the board fear the two-year window for these councils to produce reliable assessments is too short.

Some members suggested a phased approach, allowing districts more time to pilot the new tests before they count toward graduation. Others pointed out that without a clear budget from the state legislature, the initiative could stall. The board is expected to vote on the proposal in the coming months, but the debate over timing and money is far from settled.
