For more than two decades, Bill Palmiscno shaped the landscape of Grand Forks, not just through policy, but through a quiet determination to make the city work for every resident. First elected to the Grand Forks School Board in 1994, Palmiscno became a steady voice for inclusion, often repeating a simple philosophy: "support all of the kids." That mantra guided his work on the board, where he pushed for stronger special education programs and resources for students who needed extra help. Colleagues remember him as someone who listened carefully and then acted, never losing sight of the individual child behind the budget numbers.
But Palmiscno's influence stretched beyond the classroom. He was also deeply involved in the city's park system, serving on the Grand Forks Park District Board. Under his watch, the district expanded green spaces and improved recreational facilities, giving families more places to gather and play. Friends say he saw parks as essential to community health, a place where kids from all backgrounds could find common ground.
Palmiscno passed away recently, leaving behind a legacy of quiet service. He never sought the spotlight, but his work touched thousands of lives. In a city that often measures success by its schools and its parks, Bill Palmiscno helped build both.
