Republican legislators in North Carolina have reintroduced a proposal that would fundamentally change how the State Board of Education is chosen. The new plan would shift most of the appointment power away from the governor and instead let voters directly elect the board's members.
Currently, the governor appoints all 13 voting members of the board, with the state superintendent serving as a non-voting secretary. The GOP-backed measure would create a board of 11 elected members, each representing a specific district. The governor would still appoint a handful of at-large members, but the majority would be chosen in partisan elections.
Supporters argue the change would make the board more accountable to the public. They say education policy should not be controlled by a single elected official, especially one who can stack the board with allies. Critics, including many Democrats and education advocacy groups, warn that politicizing the board would lead to instability and short-term thinking. They point out that appointed boards can focus on long-term goals without worrying about reelection.
The proposal has failed in previous sessions, but Republicans now hold a supermajority in the legislature. That could give them the votes needed to bypass the governor's veto and send the question directly to voters as a constitutional amendment. If approved by the General Assembly and then by a majority of North Carolina voters, the change would take effect in the next election cycle.
The debate comes as the state continues to wrestle with teacher shortages, post-pandemic learning loss, and ongoing fights over curriculum standards. Both sides agree the stakes are high, but they disagree sharply on who should have the final say over the direction of public education.
