Higher Education Appropriations Subcommittee takes up institutional funding

The Higher Education Appropriations Subcommittee convened on June 16, 2026, to begin shaping the 2027 fiscal year budget. A central topic was the panel's newly acquired oversight of the Capital Projects Fund, which controls funding for new buildings and major construction projects across Utah's public colleges and universities.

Committee members spent much of the session reviewing how state money is distributed among the 16 institutions in the Utah System of Higher Education. Discussions focused on whether the current funding formula fairly accounts for enrollment shifts, program costs, and the unique needs of rural campuses versus urban research universities.

Several lawmakers raised concerns about the growing backlog of deferred maintenance on aging facilities. They questioned whether the Capital Projects Fund should prioritize repairs over new construction. Others pushed for more transparency in how institutions request and justify large-scale projects.

The subcommittee did not vote on specific allocations but directed staff to prepare a detailed comparison of funding per student across all 16 schools. That data is expected to inform future decisions as the committee works toward a final budget proposal later this summer. The next hearing is scheduled for July, where public comments will be accepted.
